Led by Tristan prior to founding Civic Path Consultants, Tristan spearheaded a proactive, high-touch engagement strategy focused on early alignment with local leadership and key community stakeholders to open a new alternative shelter and supportive housing facility without triggering sharp community pushback and negative local press—especially in a neighborhood historically resistant to social service developments.
The Institute for Community Living needed to launch a new Staten Island housing location smoothly while maintaining strong, constructive relationships with the local community and key decision-makers.
Initiated early, direct dialogue with the local New York City Council Member and their staff, ensuring full transparency regarding operational plans, client support models, and community integration. Drawing from Tristan Massalay-Ellis’ experience prior to founding the firm, our work reflects the ability to align private-sector innovation with public-sector priorities—resulting in transformative, citywide impact.
One of the most notable successes includes leading Verra Mobility’s pursuit of New York City’s Automated Enforcement Traffic Camera Program. Through strategic engagement with key stakeholders across city government, Tristan helped position Verra Mobility as the preferred vendor to manage one of the largest and most sophisticated automated enforcement networks in the country. This effort culminated in the award of a five-year, $998 million contract with the New York City Department of Transportation (NYC DOT), with an option to extend for an additional five-year term.
The contract encompasses the continued management and expansion of New York City’s critical safety infrastructure, including red-light enforcement, school zone speed cameras, bus lane enforcement, and weight enforcement cameras on the Brooklyn-Queens Expressway (BQE). It also supports the expansion of the city’s red-light camera program to 600 signalized intersections and enables future growth in automated bus lane enforcement—key priorities for improving traffic safety, reducing congestion, and enhancing quality of life for New Yorkers.

A defining example from his lobbying career includes leading Savanna Real Estate Fund’s successful effort to secure the New York City Mayor’s Administration as a major tenant at 110 William Street. Through targeted engagement with City Hall, agency leadership, and key stakeholders, Tristan helped structure and advance a transformative lease agreement with the Administration for Children’s Services (ACS).
The deal encompassed approximately 640,000 square feet over a 20-year term at an annual rent of $44 per square foot—totaling roughly $28 million per year at full occupancy—with scheduled increases of $4 per square foot every five years. The lease was thoughtfully designed with a phased occupancy plan, allowing ACS to take on approximately 200,000 square feet in staggered intervals as tenant improvements were completed, ensuring both operational flexibility for the agency and steady project delivery. The agreement also includes options to extend for two additional five-year periods, reinforcing long-term stability for both the tenant and ownership.

Over the course of his career, Tristan has built a deep understanding of how government works—from the inside out. His years in public service provided him with firsthand insight into legislative processes, regulatory frameworks, and the nuances of policymaking. Transitioning into the private sector, he expanded his expertise as a lobbyist and consultant, advising organizations on how to communicate their priorities, build coalitions, and achieve their goals in complex political environments.
